The bay itself was created by widening the Rideau River at that point through a series of locks. This allowed for boating, and for the beach where people can swim. Residents of Ottawa enjoy the area because it provides so much year-round entertainment and it's still close to downtown and the rest of the city amenities. Not having to travel way out of the city to go to the beach or ski holds a lot of value.
